Πιστεύει ότι, προκειμένου να ενθαρρυνθεί περαιτέρω η χρήση της τεχνολογίας και να δοθούν κίνητρα στις χώρες ΑΚΕ να υιοθετήσουν περισσότερο τεχνοκρατικό προσανατολισμό, θα πρέπει τα ερευνητικά ιδρύματα των χωρών ΑΚΕ, σε συνεργασία με τα «αδελφό» ιδρύματα των κρατών μελών της Κοινότητας, να προωθήσουν τη βασική (δηλαδή θεμελιώδη) έρευνα σε θέματα που αφορούν ιδιαίτερα τις χώρες τους.
