we had our interim report on this , examined all the detailed evidence and found ourselves presented with out-of-date information at the last committee meeting

i understand that payment may follow up to two years later , but how can anyone be expected to commit without guarantee that the match funding will be paid ? it is like writing a huge , post-dated cheque without knowing whether the money will be in the bank to cover it , or like writing a huge cheque without having the assembly's cheque guarantee card
