ma a tale proposito vorrei anche ribadire che tale margine- proprio nel settore agricolo- non deve essere frainteso dai ministri dell' agricoltura, che non devono pensare di avere a disposizione un ampio spazio di manovra per tutti i possibili nuovi pacchetti di spesa; l' anno in corso ha dimostrato con quanta rapidità debba essere utilizzato un tale margine per gli imprevisti.
