however , do you expect us to accept that this is a programme for government in wales ? what has happened to your plans to pilot a welsh baccalaureate ? why has it been removed from your agenda ? is it not the case that this programme bears the hallmark of a government that has simply drifted into power as a result of the lib-lab deal ? does not this government have anything to offer wales other than more of the same programme of the past 18 months of debate ? what part of the programme will tackle real issues in wales , such as inequalities in the health and education services ? is this not a major disappointment and a missed opportunity for the government of wales ? does it not show that the government's real handicap is not the lack of a majority , but the lack of vision ?
