(6) considerando que al sistema europeo de bancos centrales, denominado en lo sucesivo «sebc» y al bce se les ha encomendado la tarea de hacer los preparativos necesarios para funcionar plenamente en la tercera fase de la unión económica y monetaria denominada en lo sucesivo «la tercera fase»; que una oportuna preparación es esencial para que el besc pueda desempeñar sus tareas en la tercera fase; que un elemento fundamental de la preparación lo constituye la adopción, antes de la tercera fase, del régimen de imposición de sanciones a aquellas empresas que no cumplan con las obligaciones que les son impuestas por los reglamentos y decisiones pertinentes del bce; que, por consiguiente, sería conveniente informar lo antes posible a los participantes en el mercado sobre las disposiciones pormenorizadas cuya adopción podría el bce considerar necesaria para imponer las sanciones de que se trate; que, por tanto, a partir del día en que entre en vigor el presente reglamento, es necesario conferir al bce la potestad reglamentaria;
(6) whereas the european system of central banks (hereinafter referred to as the 'escb`) and the ecb have been entrusted with the task of preparing for their full operation in the third stage of economic and monetary union (hereinafter referred to as 'stage three`); whereas timely preparation is essential to enable the escb to fulfil its tasks in stage three; whereas an essential element of preparation is the adoption, ahead of stage three, of the regime for the imposition of sanctions on undertakings failing to comply with obligations imposed upon them by ecb regulations and decisions; whereas it is desirable to inform market participants as soon as possible of the detailed provisions the ecb may deem necessary to adopt for the imposition of sanctions; whereas it is therefore necessary to provide the ecb from the date of entry into force of this regulation with a regulatory power;
