i presupposti per colmare almeno in parte il divario tecnologico esistente fra la regia marina e la royal navy, dunque, c erano. eppure non solo si continuò a costruire navi di discutibile utilità, ma si volle anche preferire prestazioni che all atto pratico si rivelarono irrilevanti a quelle che avrebbero potuto veramente influire sull efficacia delle unità. così, per esempio, alla velocità si sacrificò la protezione degli scafi e alla gittata delle artiglierie si sacrificò la rapidità del tiro, scelte evidentemente guidate da una visione ristretta e antiquata di navi impiegate da sole contro altre navi anziché integrate con l arma aerea. eppure in italia la possibilità di usare velivoli in ruolo silurante era stata considerata già negli anni venti!
