Šajā 1999. gada 10. maija vēstulē (sg(99) 3364) komisija precizē, ka, lai gan beļģijas noteikumi šķiet saprātīgi un samērīgi, komisiju pārsteidz vairākas sūdzības, no kurām izriet, ka tad, ja pircējs pats pārvadā iegūto preci, administrācija pieprasa dokumentus, ko pārdevējs nevar uzrādīt, proti, pārvadājuma dokumentus.
