even at the beginning of the 21st century, economic and social disparities between highly industrialised urban conurbations, on the one hand, and peripheral areas suffering from structural and economic weaknesses, on the other hand, constitute one of the most serious sources of economic, social and political problems for both national states and a european union which is growing ever closer.
