it is an honour for me to address all of you - the management and staff of port klang authority, terminal operators, shipping and logistics services providers, the various government departments involved in port operations, port ancillary services providers, importers and exporters. collectively, you, as stakeholders of the port klang community are the ones that have contributed towards the transformation of port klang over the last 60 years into what it is today. pka was established on 1 july 1963 to take over the port management function from the railways. that was the first step towards the development of a modern port klang. indeed, if we were to look back through the last six decades and recall the development that had taken place and the successes achieved, we cannot but acknowledge the pivotal role that various stakeholders have played in the economic development of malaysia through port klang. the development of the port was the catalyst for the rapid development of the klang valley and beyond. and, to this day, port klang continues in its strategic role as malaysia’s leading maritime gateway to the world. from its humble beginning with a jetty upstream of the klang river in the late 19th century to a railway river port in the early 20th century to malaysia’s first container port in the 1970s and to its current standing as the world’s 12th busiest port in terms of containers handled, it has, indeed, been an epic journey for port klang over the last 120 years and for pka over the last six decades! ladies and gentlemen over the last few decades, port klang, and indeed malaysia’s maritime transport industry, had experienced tremendous development and also severe challenges. now, 20 years into the new millennium, the industry is confronted with a host of new challenges such as disruptive technologies, digitalisation, a rapidly changing global economic environment and threats from climate change, just to name a few. the maritime transport and logistics world is undergoing seismic change. we are in the era of automation and digitalisation, internet of things, artificial intelligence, robotics, etc. what this translates into is: it can no longer be business as usual. the industry has to transform with an innovative twist. and this needed to be done through transformation in tandem with trends in the global marketplace. from the 1960s through to pre-privatisation 1980s, the government had invested much into developing port infrastructure, especially in port klang. this was pivotal to attract main shipping lines. along with infrastructure development, the pka, with the support of the government, also transformed the regulatory structure of the port in line with market needs so as to create a conducive business environment for all stakeholders, especially port users. post-privatisation, the government has continued to press on with its agenda to strengthen the country’s maritime transport industry, which is a vital component of the national economy, considering that malaysia is a major maritime trading nation. post-pandemic, if there is one lesson to be learned from the covid-19 disruptions, it has to be the need to reinvent ourselves and remain resilient. this is particularly crucial in the maritime transport and logistics industry where we have to contend with the challenges i had mentioned and also the need to meet sustainable development goals. here’s a snapshot of malaysia’s standing in the global maritime transport industry: • malaysia is a leading container transhipment hub in the asean region. over the last decade, malaysian ports have recorded an average trade growth of 3% in compounded cargo throughput. in 2022, malaysia handled nearly 27 million teus as the leading country in the world behind china, singapore, s. korea and u.s. with port klang handling 50% of this volume. • malaysia is ranked fifth best connected country in terms of shipping line connectivity in a recent report by the united nations conference on trade and development (unctad). • malaysia is ranked 26th globally and 2nd in asean, in the world bank’s logistics performance index (lpi) 2023. the lpi measures the ease of establishing reliable and timely supply connections and the structural factors that make it possible, such as the quality of logistics services, trade and transport-related infrastructure and border controls. • malaysia had good scores in terms of quality of infrastructure and compares very favourably within asean in a recent global competitiveness report. indeed, the malaysian maritime and logistics industry has performed well judging by its achievements on the global stage. now, we have to move on to the next level in meeting the threats and opportunities now and in the future. one of the game changers identified under the twelfth malaysia plan 2021-2025 is ‘transforming the logistics ecosystem for greater efficiency’. the government has classified logistics as a priority industry and various initiatives have been introduced to support the sector in previous and current policies and strategic plans. all these are directed towards the creation of a robust, sustainable and competitive domestic maritime transport industry that will be an important player in global supply chains. the focus is on adoption of technology and digitalisation to drive efficiency in the industry. these include the integration of advanced technologies like internet of things, artificial intelligence and data analytics to optimise supply chain management, track shipments and enhance transparency and traceability. to ensure sustainability of the industry, malaysia’s maritime transport policy has been to drive the development of smart and green ports and logistics, and driven by improvement in port and hinterland infrastructure, automation, a digital port community system as well as trade facilitation to accelerate the transition process. at the national level, the development of the malaysian maritime single window (mmsw) is underway. a maritime single window is required of all signatories of the international maritime organisation’s facilitation of international maritime traffic convention by 1st jan 2024. the mmsw is a central digital database and common data source that will facilitate end-to-end information flow and creates value for port users, traders, logistics business and government agencies for transport facilitation. it will serve as a one-stop portal for maritime regulatory and port services transactions in line with the goal of the national transport policy to facilitate entry and exit of ships to and from malaysian ports without delay and to shorten cargo clearance time as well as to promote and encourage open data platforms for greater integration across all transport services. the mmsw will help resolve issues of redundancies where businesses have to submit the same information to multiple agencies. processing international trade via a single window reduces cargo release time, cost of doing business and increases competitiveness and efficiency. our maritime transport industry has shown it has the talent and resources to be competitive. our track record shows we have quality human capital that can thrive in a culture that is driven by technology and innovation. we must, therefore, leverage on the hardware and software competitive advantages we already have and enhance it further to develop new areas of growth even as we keep pace with evolving trends in the industry. let’s not forgot the contribution of women in malaysia’s maritime industry who have been slowly but severely growing in structure as they gain empowerment through active participation in the industry. ladies and gentlemen, in conclusion, allow me to return to the port klang story. over the last six decades, port klang has put the malaysian maritime transport industry on the global maritime stage through its many achievements. pka is leading the way to ensure that the port is enabled to meet market demands via technology and digital transformation. for example, pka is in the process of developing the digital port community system which will lay the foundation for a truly connected port. the system will link with other systems in the port klang community thus enabling greater connectivity between private enterprises and government agencies for more efficient transactions between stakeholders. pka will continue to take the lead in line with the goals of the port klang development masterplan 2010 – 2030, which is a road for long-term development and growth as well as to put in place plans for business continuity, disaster recovery and resolutions to crises along with addressing integrity, transparency and governance issues and environmental responsibility. in terms of capacity, there are plans to increase container handling by another 13 million teu over the next ten years with the development of westports 2 comprising nearly 5km wharves equipped with state-of-the art facilities. for the long term, the proposed third port in carey island will bring an additional capacity of 30 million teu over 25 years. though the challenges appear daunting, we remind ourselves that amid the threats lie also opportunity. based on its track record, i am confident that port klang will continue to progress and that it will, in collaboration with all stakeholders, reach even greater heights. as for now, let me take the opportunity to thank the pka staff, past and present, for their contribution towards the development of malaysia’s leading maritime gateway. from public to privatised port, you contributed in one way or another to take port klang to where it is now. to every one of you, you can be absolutely proud of your role in the history of port klang. a big thank you also to all the stakeholders of the port klang community for your contribution in the growth of the port. it’s all about teamwork which will eventually bring success to the nation as a whole. and once again, congratulations to the port klang authority on your 60th anniversary!
