اور تم کسی جان کو قتل مت کرنا جسے (قتل کرنا) اﷲ نے حرام قرار دیا ہے سوائے اس کے کہ (اس کا قتل کرنا شریعت کی رُو سے) حق ہو، اور جو شخص ظلماً قتل کردیا گیا تو بیشک ہم نے اس کے وارث کے لئے (قصاص کا) حق مقرر کر دیا ہے سو وہ بھی (قصاص کے طور پر بدلہ کے) قتل میں حد سے تجاوز نہ کرے، بیشک وہ (اﷲ کی طرف سے) مدد یافتہ ہے (سو اس کی مدد و حمایت کی ذمہ داری حکومت پر ہوگی)،
