5-6 وفيما يتعلق بتأكيد الدولة الطرف بأن مقدمات البلاغ لم يستنفدن سبل الانتصاف المحلية لأنهنّ لم يتبعن إجراء تغيير الاسم العائلي بموجب المادة 61-1 من القانون المدني، تكرر مقدمات البلاغ التأكيد على أنه لم يثبت أن الغرض من هذا الإجراء هو التعامل على وجه التحديد مع الحالات التي ترغب فيها النساء في حمل الأسماء العائلية لأمهاتهنّ وأن هذا الإجراء يستغرق وقتاً أطول بكثير مما ينبغي.
